Today, Vladimir Putin held a meeting with the permanent members of the Security Council, where he announced the declaration of martial law in the DPR, LPR, Zaporozhye and Kherson regions. It was introduced from midnight on October 20, 2022.

Highlights from Vladimir Putin’s speech:
- “District heads will be given additional powers to ensure security”;
- “The monthly allowance of each special mobilization after registration in the unit will be 195 thousand rubles”;
- “Presidential decree will provide various levels of response to emerging security risks.”

In addition, the presidential decree imposes four levels of restrictions for the regions of Russia:
- martial law: in the DPR, LPR, Kherson and Zaporozhye regions;
- moderate intervention: Republic of Crimea, Krasnodar Territory, Belgorod, Bryansk, Voronezh, Kursk, Rostov regions and Sevastopol;
- high alert level: all districts of the Central and Southern federal districts, except those listed in the previous paragraph;
- no restrictions: all other regions of Russia
