Right to abortion in the Constitution: a bill soon presented to ministers

This bill, which aims to protect the right to abortion, is expected to be examined in Parliament in the first quarter of 2024.

It’s a commitment we’ve been waiting for for a long time. Many times promised by Emmanuel Macronprecisely on March 8, on the occasion of International Women’s Rights Day, the bill that will include abortion in the Constitution will be presented December 13th in the Council of Ministers.

A bill that would aim to protect the right to abortion, after the numerous reactionary offensives present in the United States following the repeal of the Roe v. Wading.

A congress bringing together senators and deputies will take place in the first half of 2024

This presentation will be followed by a possible meeting of Parliament in Congress, bringing together deputies and senators, which will take place in March to confirm its adoption. To be adopted, three-fifths of the deputies and senators must vote.

“Right” or “freedom” to have an abortion?

In November 2022, the LFI deputy Mathilde Panot had already adopted in the first reading in the Assembly a constitutional bill that guarantees “ right to voluntary termination of pregnancy “. The Senate in turn adopted it in February, but with a semantic change: inserting the “ women’s freedom » resorting to abortion instead of his “right”. It therefore remains to be seen what the wording of the bill will be.

The number of abortions is at the highest level since 1990. In 2022, 234,300 voluntary terminations of pregnancy were recorded, the highest figure since 1990. An increase due in particular to several measures that have simplified access to abortion.
