Central Intelligence Agency Director John Ratcliffe secretly visited Moscow this week to deliver high-level warnings to Russian President Vladimir Putin, according to media reports and analysis from former Ukrainian Foreign Minister Pavlo Klimkin.
US President Donald Trump personally authorized the confidential mission, intentionally limiting information about the trip. Even senior White House advisors and top military leadership, who are routinely informed of overseas intelligence travel, were kept in the dark beforehand.
Speaking in an interview with Radio Free Europe Radio Liberty, Klimkin said the visit by the American intelligence chief was entirely focused on conveying stern warnings directly to Putin.
Hybrid threats and NATO airspace
Klimkin explained that the high-stakes trip stems from escalating concerns over Russia's hybrid operations targeting NATO countries. He noted that recent incidents extend beyond a drone event in Leipzig, Germany, adding that several unpublicized hybrid actions occur daily. US intelligence likely possesses data pointing to a further escalation by Moscow, he said.
While Putin has long operated on the assumption that time works in his favor by exhausting Ukraine and Western alliances, Klimkin asserted that strategic timing is now working against the Russian president.
He emphasized that deploying an official at the level of CIA Director is reserved for critical diplomatic maneuvers. Such visits allow Washington to present de-escalation terms or deliver explicit warnings regarding potential retaliatory measures. Klimkin added that Ratcliffe operated with direct authorization from Trump and his core foreign policy team, including Vice President JD Vance and Secretary of State Marco Rubio.
Links between Ukraine and the Middle East
Klimkin expressed complete certainty that the secret talks in Russia addressed the war in Ukraine. He observed that conflict dynamics in Ukraine and Western Asia, commonly known as the Middle East, are increasingly overlapping in terms of geopolitical impact.
Highlighting these connections, Klimkin noted that Ukrainian specialists and technologies are currently active in Gulf nations. Meanwhile, Iran views its shipping routes across the Caspian Sea as a vital strategic lifeline connecting Tehran with Russia.
Klimkin stressed that any discussions regarding Iran naturally encompass Ukraine and European security. He said international partners frequently raise concerns with US officials about Russian tactical maneuvers, including drones launched from shadow fleet oil tankers and ongoing threats against critical Western infrastructure.
