What does the official deferment from partial mobilization look like and how do I get it?

More than three weeks have passed since the declaration of partial mobilization in Russia (started September 21), and new questions and clarifications are still being raised about agendas, conscription and postponements. And despite Vladimir Putin amending the decision on the postponement a few weeks ago, questions still arise about how that will be taken. Who can be suspended from partial mobilization?

Issues of deferment from military service for mobilization are regulated by Art. 18 of the Federal Law of February 26, 1997 N 31-FZ “On mobilization training and mobilization in the Russian Federation”.

In particular, in accordance with the specified norm, the following categories of citizens are granted deferment (article 1, article 18):

1) booked in the manner established by the Government of the Russian Federation;

2) temporarily deemed unfit for military service for health reasons – up to six months;

3) engaged in continuing care (assistance, supervision) for a father, mother, spouse, husband, sibling, sibling, grandparent, or adoptive parent, other than permanent care, for health reasons, according to the conclusion of the federal medical and social specialty agency, or group I the disabled, in the absence of other persons legally obliged to support these citizens;

3.1) a guardian or guardian of a younger sibling in the absence of a minor sibling and (or) other persons who are legally required to support these citizens;

4) one or more children under the age of 16 who are dependent or dependent on four or more children under the age of 16 and are raised without a mother (female citizens with one or more children under the age of 16, as well as a pregnancy whose duration is at least 22 weeks) ;

4.1) have a spouse who is at least 22 weeks pregnant and three dependent children under 16 years of age;

5) In addition, mothers with four or more children under the age of eight and raising them without a husband;

6) Members of the Federation Council and State Duma deputies.

In addition, according to paragraph 2 of Art. 18 of this law, by decrees of the President of the Russian Federation, a delay may be established for additional categories of citizens. In particular, in relation to cadets, such a decree was issued (Decision of the President of the Russian Federation of September 24, 2022 N 664 “On the granting of deferment from military service for mobilization”).


How long does the military suspension last?

The deferral period depends on the basis on which it was taken. For example, for those who are considered temporarily unfit for military service for health reasons – up to six months; for those booked by the employer – for the period of work in the specified organization.


Can a delayed person receive a notification?

Persons who received a deferment from the call for mobilization are issued special deferment certificates marked on the card of a citizen subject to military registration in the form N 10 (Appendix No. 22 to the Order of the Minister of Defense). Works to ensure the functioning of the military registration system of the Russian Federation dated 11.22”). This card is stored in the personal file of a citizen in the military registration and enlistment office.

That is, from now on a person enters a special register in the military registry and enlistment office, so for such a person it should not be on the agenda. Misdirection of the subpoena is not excluded. In this case, it is necessary to appear at the military registration and enlistment office, provide a certificate and report on inclusion in a special register and the presence of delay.

These certificates are issued by military commissars.
