Citizens who study in educational (including non-state) organizations in state-accredited secondary vocational and higher education programs (including residency programs and assistant-internship programs) in full-time and part-time forms of education and receive training at the corresponding level for the first time. Also, citizens studying in full-time and part-time forms of education are not subject to conscription:

  1. In educational and scientific institutions within the scope of scientific and scientific-pedagogical personnel training programs in graduate school;
  2. in institutions carrying out educational activities in secondary vocational and higher education education programs (including programs for the preparation of scientific education)
  3. and scientific and pedagogical personnel in graduate school, residency programs and assistant-internship programs located on the territory of innovative scientific and technological centers;
  4. educational programs, secondary vocational and higher education training programs aimed at training ministers and religious personnel of religious organizations in institutions of spiritual education.
