On October 5, Vladimir Putin signed a decree amending the decree on the postponement of military service for mobilization. This was reported on the official website of the Kremlin. The document states that the deferral is granted to students in residency, internship assistant programs, as well as students of spiritual education institutions.

The decree obliges citizens to receive a first-time higher education, studying full-time and part-time forms of education, to grant a deferment from conscription for mobilization:
- in educational and scientific institutions for state-accredited educational programs of secondary vocational and higher education (including residency programs and assistant-internship programs);
- in educational and scientific organizations related to the training programs of scientific and scientific-pedagogical personnel at the graduate school;
- Centers in organizations carrying out educational activities in educational programs of secondary vocational and higher education (including programs for the training of scientific and scientific-pedagogical personnel at the graduate school, residency programs and assistant-internship programs) located in innovative scientific and technological fields;
- educational programs, secondary vocational and higher education training programs aimed at training ministers and religious personnel of religious organizations in institutions of spiritual education.
Recall that on September 21, Vladimir Putin declared a partial mobilization.
