It is a good initiative to combat abandonment and animal abuse. According to a decree published on July 19, 2022 in Official newspaper and the text of which entered into force this Saturday, October 1, is now mandatory a sign a document before each adoption, by affixing a handwritten note with which the new adopter undertakes to respect the needs of the animal.
Certificate of commitment and knowledge, what is it?
According to the Ministry of Agriculture, the document contains various information, which fits function of the animal adopted. Each certificate will contain information on:
- The needs of the animal
- Obligations of the adopter with regard to identification – the latter is essential to limit the abandonment of animals
- The implications of raising an animal. Each detention, in fact, has an economic cost (food, possible custody, care, etc.) and logistical (custody in case of absence, necessary space, daily trips, food, etc.).

This document will not only be mandatory in shelters, stables or professional breeders, but it must also be signed between private individualswhether the animal is purchased for free or in exchange for a sum of money.
The certificate is issued by a person who holds the Certificate of Knowledge for Companion Animals of Domestic Species (ACACED), such as veterinarians, breeders, shelter managers or animal protection associations.
The certificate of commitment and knowledge must be signed one week before the acquisition of the animal, avoid impulsive purchases or receptions and allow time for reflection.
The animals covered by the certificate are cats and dogs, rabbits, ferrets, hares and rabbits. Soon, this certificate will also be applicable for the adoption or sale of horses to non-professional owners, starting December 31, 2022.
For the moment, the Ministry of Agriculture does not specify this the sanctions that can be taken against those who do not respect their commitment. But, according to the ministry, a decree to this effect should be published shortly.
Every year, nearly 100,000 animals are abandoned every year in France. Adopting an animal shouldn’t be an action taken lightly.
