The Purchasing Power Bill is currently under consideration by the National Assembly, sometimes late into the night, and it is within this framework that MEPs have examined and voted on an amendment for the deconjugation of the allowance for disabled adults (AAH).
The disabled adult allowance, or AAH, is a social benefit paid to people with disabilities in France to compensate for the inaccessibility of the world of work.
For a maximum amount of € 902.70, its calculation now takes into account the partner’s income of the beneficiary: if a disabled person lives with a working person, their AAH will decrease or even disappear.
Faced with this calculation, which places the beneficiaries in a situation of economic dependence on their partners, the mobilization in favor of a law that leads to the individualization of the AAH calculation has been underway for several months.
A vote without appeal 428 votes in favor and 1 againstapplauded by parliamentarians.

The end of the parliamentary battle for the deconjugation of the AAH? Not so sure …
Like what, maybe it wasn’t that complicated?
Madmoizelle has closely followed the parliamentary battle on the issue over the past five years. Despite a consensus on the hemicycle as a whole, any attempt to establish the individualisation of the AAH clashed with the rejection of La République en Marche, in particular in the person of Sophie Cluzel, then Secretary of State for Invalidity. The majority therefore opted for the establishment ofa fixed indemnity of 5,000 euros on the spouse’s income.
If the deputies registered on Thursday 21 July that the calculation of the AAH will no longer be related to the marital situation, it will be necessary to wait for the actual implementation of this measure … that is, in October 2023. Impossible to shorten it according to the rapporteur Charlotte Parmentier-Lecocq , despite the requests of the left, but also of the National Gathering.
How did the majority go from a frontal opposition to deconjugation to the adoption of this amendment in a few months? He did the presidential election favor a turning point in Emmanuel Macron, which was thus able to make the promise of ” move “ on the matter last April?
However, activists mobilized for years on the subject do not intend to release the pressure. Close PublicationLili, activist in the anti-validist commission of the Act Up-Paris association, very active on the subject, he is afraid to see the conditions of the attributions harden in exchange for the deconjugation of the AAH: “AAH could be much harder to get”, she says. One way to amortize the costs generated by this change.
Without forgetting that Prime Minister Élisabeth Borne, if she followed the new line of the President, nevertheless replied in June to a woman who could no longer work due to her disability, that she should have “Go back to work. “ A sign not to be overlooked in the near future where the AAH will certainly be deconjugated but where it will be more difficult to be entitled to it.
For Céline Extenso, co-founder of the handi-feminist association Les Dévalideuses, it is also a question of not stopping on such a good path, but of finally considering the de-marriage of other social minimums.
it’s a win !!! 🔥🔥🔥
And we owe it only to us disabled activists, we have been fighting for years and we have snatched it from them, congratulations to us! https://t.co/8OZZiVF7zc
