Who cannot vote in elections?

Let’s start with the fact that the right to elect the head of state is regulated by the Federal Law No. 19-FZ of January 10, 2003 “On the Election of the President of the Russian Federation”. According to this document, the following categories of citizens cannot elect the president:
— Prisoners. After the conviction, the citizen is deprived of the right to vote during his stay in prison. However, since the court decision has not been announced yet, suspects and people in pre-trial detention centers (SIZO) will be able to participate in the elections.
— incompetent. According to the Civil Code of the Russian Federation, incapacity for work is the inability of a person to independently acquire and exercise civil rights, create civil responsibilities for himself and fulfill them. In general, a person is considered incompetent if he has not reached a certain age. For example, in Russia, a citizen between the ages of 14 and 18 is partially competent, and from the age of 18, full legal capacity emerges. Therefore, you can only vote in elections after reaching adulthood. However, people with mental disorders can be said to be incompetent regardless of their age. Such a decision is made by the court only after a forensic medical examination.
Thus, according to the document, Russian citizens who are over 18 years old and live both at home and abroad will be able to elect the president. If a person is not in Russia on voting days, he will be able to vote at one of the voting centers abroad. To do this, you need to apply for inclusion in the voter list in your locality before March 11, 2024 and select a suitable site on the State Services website.
