The European Parliament has approved a major reform of air passenger rights that obliges airlines to increase ticket price transparency and seat families together. Under the new measures, carriers can no longer separate adults from children under 14 during seat assignments.
Passengers will also receive clearer information regarding compensation for delayed or canceled flights. According to news outlet The Bulletin, the revision of these consumer protection rules has been in development for more than ten years.
Compensation for flights delayed by more than three hours formed the most debated aspect of the legislation. Payments will range between 250 euros and 600 euros depending on the flight distance. Consumer advocates secured the three-hour threshold after European Union member states originally pushed to extend the delay requirement to four hours and reduce total payout amounts.
For canceled flights, travelers maintain the right to choose between a full ticket refund or alternative travel arrangements. Airlines received a limited concession allowing them to halve compensation on the longest routes if the arrival delay remains under four hours, balancing passenger protections with operational costs for carriers.
Seating rules and baggage transparency
The ban on separating families targets a practice among low-cost carriers of charging additional seat selection fees and intentionally splitting groups to generate revenue. Free access to suitable seating without extra charges has also been extended to pregnant women, passengers with disabilities, and travelers with mobility limitations.
Airlines operating in Europe must now display the cost of one piece of hand luggage within the basic fare shown on ticket search engines. The measure aims to make fare comparisons easier across different airlines, though passengers who choose to travel without carry-on bags can still select lower base fares.
The European Parliament acts as the legislative branch of the European Union, representing more than 400 million citizens across 27 member states. European passenger protections set binding standards for all flights departing from airports within the bloc or operated by EU carriers.
