Boston corruption and the Boston Miracle
Set in early 1990s Boston, City on a Hill depicts a city plagued by crime operating with the tacit approval of local law enforcement, where corruption and racism were daily occurrences.
The social dynamic of the city begins to shift following the arrival of DeCourcy Ward, a new African American Assistant District Attorney played by Aldis Hodge. Ward forms an unlikely alliance with John "Jackie" Rohr, a corrupt yet venerated FBI agent played by Kevin Bacon, to investigate and upend Boston's criminal and judicial systems.
Created by Charlie MacLean from a story developed by MacLean and actor Ben Affleck, the series draws inspiration from a real-life historical event known as the Boston Miracle.
The Boston Miracle was a collaborative movement involving African American religious leaders, local police officers, and community residents. The initiative transformed policing methods in the city and led to a drastic reduction in Boston's murder rate in barely a decade.

Bacon's performance as corrupt FBI agent Jackie Rohr has been highlighted as one of the finest roles of his career. Hodge co-stars alongside him as Assistant District Attorney DeCourcy Ward.

International review databases also reflect favorable scores for the crime thriller, with the series securing a 7.6 out of 10 average score on IMDb and a 6.6 out of 10 rating on Spanish database FilmAffinity.
