End of life: the Citizens’ Conference announces the 10 main lines of thought

The conclusions of the work carried out by the citizens who are members of this Convention must determine whether the law which currently prohibits euthanasia and assisted suicide should be changed.

The 195 French men and women selected by lot in October to participate in the citizens’ conference on the end of life, “agreed on the top 10 priority topics they will work on in the next sessions”, they announced on Sunday 18 December. The purpose of their consultations is to say whether the existing law, known as Claeys-Leonetti, which bans euthanasia and assisted suicidemust be changed.

Top 10 themes

The meetings of the Citizens’ Conference began on Friday 9 December, inside the Economic, Social and Environmental Council (EESC) which is piloting the project. Ten main themes have thus been identified to answer the question posed by the government: ” Is the end-of-life support framework adapted to the different situations encountered or should changes be introduced? » Between them, “initial and continuous training of medical, paramedical and accompanying personnel”and the “general information to the public” on existing devices.

Convention members will also question the existence of “intolerable and intractable, silent chronic physical pain that would not be treated with palliative care” and will evaluate “the treatment of active assistance in dying from extreme forms of psychic (psychiatric) suffering. » The topics covered will also cover more practical topics, such as e.g “End of Life Economy”including human and financial resources.

Non-binding recommendations

On September 13, Emmanuel Macron announced the launch of a Citizens’ Convention to reflect on a change to the law on the end of life. Why go through this step? ” The theme of the end of life requires the opening of a national debate, a dialogue between citizens of different backgrounds, representative of the different sensitivities that are expressed within French society, as close as possible to the complexity of interests and opinions, he said Claire Thoury, member of the EESC and chair of the Governance Committee. The instrument of the citizens’ convention is ideal for conducting this debate, and allowing everyone to express their opinions, in order to arrive at common proposals with respect for all freedom of speech. » The Citizens’ Convention report is due out in March, but it should be noted that it will not be binding. The government will have no obligation to implement the recommendations made.
