The goal is to get you through their door step, by all means possible, and then do everything possible to dissuade you from having an abortion. “

According to France 24in Texas, there are a real clinic for ten CPCs (Crisis Pregnancy Center). These remain legal and they are even financed by public money despite their fraudulent practices. In some states, counties simply require it mention that they are not medical facilities.
