MPs will begin consideration of the Government-backed Social Security Financing Bill (PLFSS) on Tuesday 24 October. The text promises 3.5 billion euros in savings on health spending in 2024, to replenish the coffers after three years of the pandemic.
A project that is far from unanimous within the political class, and which could therefore result in yet another 49.3. But what does it contain? Let’s take stock of the main measures that would change the daily lives of young French people.
Free condoms for under 26s
Currently, two brands of condoms (Eden and Sortez Couverts) are already free in pharmacies. The government intends to extend this free service to all makes and models available on the market. This is what article 18 of the text provides “100% coverage by compulsory health insurance and third-party payment of expenses related to the purchase of condoms for young people under 26 years of age”. As our colleagues at franceInfo point out, “Members adopted in committee an amendment extending this free offer to female condoms, which could be taken up by the government.”
Cured reusable menstrual protection
Last March, the Règles Élémentaires association raised the alarm with an edifying study: almost one in three women with a menstrual cycle (31%) would have economic difficulties in having sufficient periodic protection to protect themselves correctly.
To combat this phenomenon of menstrual poverty, the PLFSS therefore includes a section regarding the reimbursement of reusable hygiene protection for all women under the age of 26. This reimbursement will amount to 60% of the price of the menstrual cups and menstrual panties, with the possibility that the health insurance company will cover the rest. The measurement will also be valid for “beneficiaries of complementary and supportive health insurance, without age limits”.
Financing of the vaccination campaign against papillomavirus
The national vaccination campaign against human papillomavirus began in universities in September. It concerns students aged 11 to 14 and operates on a voluntary basis. The PLFSS provides for this “vaccination will be fully covered by health insurance”.
