In an interview with Hero phase, Benson explained that the ending was designed to leave Matt and his ragtag allies in the dark, fighting uphill against a mayor just encouraged Fisk.

Moorhead continued to make fun of what is next for Matt and Fisk while the show marches in his second confirmed season.
