On September 21, Russian President Vladimir Putin called out to the citizens and declared a partial mobilization. Russians in reserve, especially those serving in the Armed Forces, with certain military specialties and combat experience, will be subject to conscription. Everyone will undergo additional military training before being sent to the unit. Russians called up for military service through mobilization will receive the status of military personnel under the contract.
On the eve of the State Duma adopted amendments to the Criminal Code that introduced such concepts as “mobilization”, “martial law” and “wartime”. They provide a prison sentence of up to three years for refusing to obey an order or to fight in an armed conflict, up to 10 years for desertion, up to 10 years for voluntary surrender, and up to 15 years for looting.
News about the mobilization appeared against the background of the upcoming referendums: in the period from September 23 to 27, referendums on joining Russia will be held in the DPR, LPR, Kherson and Zaporozhye regions.
