Twelve municipalities attack the state for the lack of teachers in this department

In Seine-Saint-Denis there is a shortage of more than 5,000 teacher positions, resulting in students missing many hours of lessons. Several elected officials are calling for the state to quickly launch an emergency education plan.

In Seine-Saint-Denis students lose on average 15% of lesson hours per year. OR a whole year of their lost education due to lack of teachers. For this reason, twelve municipalities in the department have decided to file a complaint against the State, Franceinfo revealed on Tuesday 2 April.

Thus, the elected representatives of Montreuil, Bobigny, La Courneuve and Romainville will publish decrees on the same day to warn the State, so that it can launch in the very short term an emergency plan for education in the department.


These 12 socialist, environmentalist or communist mayors therefore want to make the State face its responsibilities, and provoke a financial penalty that can reach up to 500 euros per day. To launch their action, those elected rely on the Declaration of Human Rights, the International Convention on the Rights of the Child. They insist “Access to education as an essential condition for the dignity of the human person “, pointing out “Don’t ask for alms, but only for equality “.

And for good reason, the department is missing more than 5,000 positions, according to the interunion of teachers of the department, all levels together. Both in primary, middle, high school, but also at AESH level, those who support students with disabilities.
