End of life: Emmanuel Macron promises a bill on “assisted dying” in April.

In an interview with “Libération” and “La Croix”, the president announced the general lines of this bill, which should primarily concern people suffering from an “incurable disease”.

A “assembly law” he says. On Sunday 10 March, Emmanuel Macron announced in an interview with Publication AND The crossthat an opening invoice to “assisted death” under “strict conditions” it will be presented to the Council of Ministers in April, with a view to a first reading in May in the National Assembly.

After several months of postponement, it is finally law for him “necessary, because there are cases that humanly we cannot accept”but also of a “law of assembly”, “of fraternity”, “which reconciles the autonomy of the individual and the solidarity of the nation”. “With this text we look death in the face”, he said. But given the long legislative process, his outcome probably won’t arrive not before 2025.

Who will be interested?

Adult patients, “capable of full and complete discernment”affected by a “Incurable disease” with a “vital prognosis committed in the short or medium term” and suffering sufferings “refractory” (cannot be lifted) can use this procedure. THE minors and patients with psychiatric diseases OR neurodegenerative that impair discernment, such as Alzheimer’s, will be excluded.

After their request, the patient will be left a minimum of two days to wait to test the solidity of determination”, the president explained to our colleagues. Then, the response will arrive within a maximum of fifteen days.

In case of a favorable response, the prescription is valid for three months, during which the patient can obviously withdraw at any time., he adds. It should be noted that in case of an unfavorable opinion the patient can “go see another medical team” OR “proceed with appeals”.

In the event of a favorable collegial opinion, the person will be prescribed a lethal substance, which can be administered personally, or with the help of third parties if “he is physically unable to do so”.

This third party may also be a designated volunteer “when no technical constraints prevent it”OR “the doctor or nurse who accompanies him”. The substance can be administered at home, in a nursing home or in a nursing home.

Strengthen palliative care

Alongside these measures, a bill presented at the end of March aims to invest one billion euros over ten years to strengthen palliative care. One unit will be created in each of the 21 departments that do not have one.

To arrive at this bill, Emmanuel Macron organized a citizens’ conference and met with various stakeholders from ethics committees, the medical world and religions. “I removed from these exchanges this legitimate fear of attributing a value to life, of suggesting that there are lives that have become useless. Never. I think the text removes the ambiguity”he told our colleagues.

A bill that already seems divisive. If theAssociation for the Right to Die with Dignity (ADMD), which welcomes “a fairly precise calendar”a collective of fifteen health organizations expressed their “ anger ” AND ” indignation ». In a press release posted on X (formerly Twitter), they believe the president has ” announced a system very far from the needs of patients and the daily reality of healthcare workers “.

They denounce “ conditions for the development of the text “, the signatories of the statement accuse the executive of doing” the choice of brutality while ignoring the words of health workers who have not been consulted since last September “.
