Ahead of upcoming debates on the bill to “protect and regulate the digital space”, the High Council for Equality has revealed its recommendations for better regulation of pornographic content.

On 26 May, a study by Arcom (Regulatory authority for audiovisual and digital communications) revealed that minors are increasingly visiting pornographic sites. In response, this Monday June 5, the High Equality Council (HCE) shared in a text its recommendations regarding online violence, especially pornography, revealed franceinfo. The body that believes women and girls are the “major omissions from the bill” of the government that aims to “secure and regulate the digital space”, which will be discussed in the Senate in the coming days. Therefore, the HCE proposes it “Any image, representation of a minor or a person whose physical appearance is that of a minor of a pornographic nature is prohibited” And this, “regardless of the age of the person filmed”. In September 2023, the High Council for Equality will also publish a report on sexist and sexual violence in the porn industry.

An even better collaboration between Arcom and Pharos?

In addition to regulating pornographic content, the HCE proposes extending the powers of the Pharos platform. Because while Pharos can remove, block or dereference terrorist and child pornography content, it currently cannot act on the content “present acts of torture and barbarism, inhuman and degrading treatment and rape“, explains the text. They also recommend “heavy financial penalties” for anyone distributing this content.

The HCE would also like Arcom and Pharos to work together to ensure that illegal content is completely blocked. For example, that the organization can be seized when the reports made by Pharos remain ” no sequels ». Therefore, the HCE wants it “Arcom can also be seized to verify compliance with blocking waste and order Pharos to withdraw, block or delist”.
