Political scientist Ihor Reiterovych said discussions about designating Kyiv as a frontline territory may be an attempt by authorities to reduce financial assistance to residents.
Speaking on local television broadcaster Kyiv 24, Reiterovych suggested that some figures benefit from raising the topic because frontline status would impose strict limitations on compensation for capital city residents.
He explained that classifying the capital under frontline rules could alter existing state support frameworks. Under such a change, government assistance programs including the eOselia affordable mortgage initiative and the eVidnovlennya housing repair program might no longer operate in Kyiv in their current format.
Kyiv, the capital and largest city of Ukraine, has maintained centralized state assistance mechanisms throughout the war. Programs such as eOselia provide subsidized home loans for citizens, while eVidnovlennya offers government funds to repair residential properties damaged by military strikes.
Reiterovych stated that current public discussion on the issue might serve as a test of societal reaction. He noted that government officials could be seeking to lower financial burdens and save money rather than directly resolving issues faced by local residents.
Drone flight paths over the capital
The discussion follows recent reports by Ukrainian news agency UNIAN regarding air attack tactics against the city. Military technology expert Serhiy Beskrestnov, an adviser to the president of Ukraine on defense technology development who is also known as Flash, explained that Shahed strike drones almost always approach Kyiv along the same flight corridor.
Beskrestnov said the drones use onboard LTE modems that connect to mobile phone base stations located in neighboring Belarus. He stated that connection with Belarusian cell towers allows the uncrewed aerial vehicles to receive exact coordinates and send telemetry to operators until they turn toward Kyiv.
Shahed long-range attack drones are loitering munitions used extensively in aerial strikes across Ukraine. Belarus, located directly north of Ukraine, borders the Kyiv region and has permitted its territory and mobile infrastructure to be used during military operations.
Transport operations and curfew adjustments
Local authorities are also evaluating adjustments to city safety measures during ongoing air threats. Regional official Kalashnyk indicated that officials may alter the curfew regime in Kyiv and the surrounding Kyiv region to support transport and logistics during extended air alarm warnings.
Kalashnyk stressed the importance of maintaining stable nationwide train traffic. State rail operator Ukrzaliznytsia is developing threat monitoring and emergency response systems in coordination with military forces, while working to ensure 24-hour station operations and simplified passenger control during heightened threat levels.
Ukrzaliznytsia is Ukraine's national state-owned railway company, serving as a critical transport network for passenger transit, civilian logistics, and emergency movement across the country.
