Inside this movie Viola Davis plays Dr. Volumnnia Gaul: the creator (vigilante) of the 10th edition of The Hunger Games in Panem, the country where all this universe of fantasy and action takes place. This character is also known as the mastermind behind the Capitol’s offer to create the experimental weapons division, as well as being responsible for various twisted mutations and experiments that were performed in the Citadel’s laboratory.

In history Prequel to “The Hunger Games”, “Ballad of Songbirds and Serpents”.’, Viola Davis would be the enemy of Tom Blyth and Rachel Zegler, who play the protagonists of the film, Cornelius Snow and Lucy Gray Baird.
