Putin Signs Laws for New Food Price Monitoring System

Russian President Vladimir Putin has signed two related laws creating a new end-to-end monitoring system for food prices, tracking goods from producer to store. Starting January 1, 2027, authorized government agencies will be able to access data across the entire supply chain to spot sharp price jumps and determine at which stage a product becomes more expensive.

The government will decide which federal agencies receive information from the Federal Tax Service about market participants, their transactions and prices, and will also approve the list of products subject to monitoring. The system will separately cover companies and entrepreneurs providing services that Rosstat includes in its monthly consumer price index calculation.

What Data Will Be Collected

The data will include transaction prices, sales volumes, income, expenses and profit of supply chain participants, drawn from tax returns, accounting reports and audit findings. Comparing these figures is meant to show where a product's price rises most and which costs affect its final price in stores. The information will retain its status as tax secrecy, with access limited to designated officials, and disclosure allowed only in cases provided for by the Tax Code. The Federal Tax Service will coordinate the data composition and transfer procedures with the Ministry of Economic Development.

Inflation Forecast Context

Before the laws were signed, the Bank of Russia had sharply worsened its inflation forecast, raising its 2026 estimate on July 24 from 4.5-5% to 6-7% following a significant rise in fuel prices. The central bank expects annual inflation to return to its 4% target in 2027. On July 27, Putin said faster economic growth could accelerate inflation, calling the stability of the economic and financial system an advantage of current policy. The new laws do not limit trade markups or freeze prices, but give agencies more data to analyze price increases and choose responses.
