935 million to retrain education: measures taken or simple announcement effect?

The government is providing a budget of € 935 million to improve education. To this envelope are added the 1.7 billion euros promised in July to raise the index point. If these announcements hit the mark in the current crisis, the unions are waiting to see how this money will be used in practice.

Shock measures to re-evaluate the teaching profession

For several years, teachers have been warning about their working conditions. Shortages, low wages, national education are experiencing an unprecedented crisis and are struggling to awaken vocations.

To meet the requests, the government has made available a budget of 935 million euros to retrain the teaching profession. This figure comes in addition to the 1.7 billion euros already promised last July to raise the index point.

With this sum, the government wants to implement a “base” increase of 10% on average and better remuneration for additional posts. The government assures that no teacher will receive less than 2000 euros net per month. In addition, 2,000 new positions will be opened at the beginning of the 2023 academic year.

Measures announced in a tense social context

The unions fear an announcement effect and denounce vague measures. The “base” increase implies an increase in the base index. If this index constitutes a part of the teachers’ income, the latter also consists of numerous bonuses that will not, a priori, increase their amount. This increase could prove negligible even for professors at the end of their career. As for the 700 million euros already promised during the Grenelle de l’éducation in 2021, is it included in this new envelope or is it an additional credit?

These announcements come just days before a national social movement. This Thursday, 29 September, the unions are calling on all French people to strike and demonstrate to ask for an increase in wages.

The strikers’ demands include, among other things, an increase in the gross minimum wage, fair social benefits, an increase in pensions and sustainable means to ensure a decent future for a population in the throes of rising inflation.
