Like every beginning of the month, many changes come into effect in France that modify our daily life. Between the end of the emergency exit of the health state, the easier change of the name, the revaluation of salaries in the public service, pensions and social minimums … We tell you everything about what changes from 1 July 2022.

Changing your name becomes a mere formality

From 1 July it will now be possible for any adult to assume or add the name of the other parent, by means of a simple declaration in the registry office. Specifically, it will be possible to attach to his name what the other parent was unable to transmit at birth, to replace one with the other or decide on the order or cancel one.

End of the crisis exit regime

The emergency exit regime, established as part of the fight against the Covid-19 epidemic, will end on 31 July. Since the beginning of the crisis it had been extended several times and allowed the Prime Minister to issue decrees exceptional measures such as the institution of the health pass, the use of the mask in public transport, the limitation of gatherings … The measures have been gradually lifted in recent months.

The use of restaurant tickets was again restricted

From this Friday, restaurant vouchers will no longer be accepted on public holidays and weekends, as was possible after the first confinement of 2020. Their use, limited to 38 euros and which had allowed holders to use unspent tickets in 2021 more quickly, will again be limited to 19 euros.

Ban on new allergenic substances in children’s toys

From 5 July several new fragrances will be banned in children’s toys and games. This is particularly the case with extract of oak moss or violet-scented methylcarbonate methileptin. Also 70 other potentially allergenic substances must be explicitly indicated when they are incorporated into objects intended for children.

Bailiffs and auctioneers become commissioners of justice

No longer say auctioneer but commissioner of justice. From 1 July, the latter in addition to the bailiffs they will be brought together in a single profession, thus combining all the respective competences. Almost 95% of the 3,300 bailiffs and 400 auctioneers have already been trained.

Accumulation of the zero-interest eco-loan with MaPrimeRénov ‘

From this Friday it will be possible combine a zero interest eco-loan with MaPrimeRénov ‘. The first, for a maximum amount of 30,000 euros, should allow the financing of energy requalification works. The second is a grant to finance the same work under the conditions set out in a decree of 30 March 2022.

Salary increases in the civil service

Since the beginning of the month, 5.7 million civil servants will see their salaries increase by 3.5%, the largest percentage increase in 37 years. This reassessment, which should ensure that no agent receives the minimum wage, will be reflected in the July or August pay slips, with retroactive effect for July. More precisely, this increase will materialize with an increase of 45 euros for a receptionist early in his career.

Ban on the sale of new oil-fired boilers

This measure concerns only boilers that emit more than 300 g of CO2 per kWh equivalent, which will now be banned from sale. This does not mean that users will have to replace the boiler on July 1st. On the other hand, when the equipment “dies and needs to be changed, then one can buy boilers that are no longer diesel boilers”, stated the Minister for Ecological Transition Barbara Pompili, on BFMTV last January. Government declared goal: to reduce greenhouse gas emissions. It should be noted that exceptions exist when the installation of a less polluting appliance is technically impossible or if the accommodations are not connected to the natural gas network.

Regulation of rents and new obligations regarding real estate leasing

Montpellier joined the cities affected by the rental ceiling in early July. This device prohibits the rental of properties over a certain price per square meter (with some exceptions). It will also touch Bordeaux, from 15 July. These two cities will join in particular in Paris, Lille, Lyon and Villeurbanne.

A new device for the improvement of road safety and the protection of motorists will come into effect from 6 July. This is the installation requirement a black box in all new vehicle models manufactured in the European Union. This should allow tracks, a few seconds before the accident, information such as the use of the seat belt, the use of the indicator, the force of the impact or the engine speed.

Revaluation of pensions and social minimums

As part of his project purchasing power, the government has expressed its willingness to give an increase of 4% to the old-age and invalidity pensions of the basic schemes, as well as to family benefits and social minimums such as RSA, AAH (allowance for the disabled) and Aspa (solidarity allowance for the elderly). These increases have yet to be validated by Parliament through two pieces of legislation. Once approved, these should take effect retroactively on 1 July.
