Sexual violence against children costs 9.7 billion euros according to Ciivise

This cost, calculated by an independent study, includes the victims’ medical, police and legal costs, but also and above all the long-term impact of sexual violence on their health, private and professional lives.

“9.7 billion euros is what the attackers cost each year. »

With this shocking but substantiated figure unveiled on Monday 12 June, the Independent Commission on Incest and Sexual Violence in Childhood (Ciivise) hopes to raise collective awareness of sexual violence against children.

Created 2 years ago in the wake of the book release The large family by Camille Kouchner, Ciivise commissioned the firm Prystel, which specializes in studies on the costs of public health and the prevention of violence against minors and women. While the Commission on Incest estimates that 160,000 children are victims of sexual violence every year, this almost €10 billion represents the “cost of rejection” Of our company.

Long-term psychotraumatic consequences

To arrive at this massive figure, the company collated and collated a wealth of data, including official statistics, victimization and general population surveys, and qualitative studies from which consequences were extracted. “for which the costs can be subject to a monetary evaluation”quoted The world.

Specifically, 3 billion euros correspond to expenses incurred for an immediate and ad hoc response to sexual violence. This concerns support and medical care for children, access to police, gendarmerie and justice services.

But the vast majority of this cost relates to the long-term consequences of childhood sexual abuse. According to Prystel, psychotrauma and created wealth amount to 6.7 billion euros: 2 billion euros are linked to the development of mental disorders, 1 billion is intended for medical visits, 2.6 billion for damages related to risky behavior.

The company has also quantified the loss of productivity. As victims of childhood sexual violence are over-represented among jobseekers or social minimum earners, they suffer an estimated loss of income of €844 million.

Massive as it is, this amount of 6.7 billion euros is undoubtedly below reality. “It is a conservative figure, which only takes into account the expenditure items for which we have precise data”details a World Lucile Peytavin, Psytel expert. Some impacts cannot be quantified due to lack of sufficient data. “For example, we estimated the budget dedicated to prevention at less than 10 million euros, but we were unable to include it in the absence of precise data”specifies the expert, who remembers it “Consequences cost a thousand times more than we spend to prevent them”.

“Ciivise is Gaining Ground on Denial” of Child Sexual Assault

Invited this Monday 12 June on France Inter, the judge Édouard Durand, co-president of Ciivise, asked for more resources to support minors victims of sexual violence and to prevent this violence, which mainly takes place in homes. .

“There is a lack of awareness of specialist assistance (for minors victims of sexual violence, ed), there is a lack of training and specialization of therapists, and there is also a lack of full commitment in the fight against denialism. This is why we propose to say that the City must continue its mission. »

Édouard Durand, France Inter, 12 June 2023

For the time being, the Independent Commission on Incest and Child Sexual Abuse must see its mission terminate in November 2023. Unthinkable, underlined Judge Durand, who calls on the government to perpetuate its actions. “Testimony after testimony, the Ciivise gains ground on the denial. Could we say to the 5.5 million women and men we live with in society who were sexually abused as children, “Look, you had two, now it’s over”? We know well in advance how this will end: denial will regain ground. La Ciivise is this space where we make the child think through the testimony of adults, where we create this solidarity, where we guide this public policy of protection. »
