Historical memory groups in Cáceres have united against plans by the regional government of Extremadura to grant heritage protection to the town's Cruz de los Caídos monument.
Culture officials at the Junta de Extremadura initiated proceedings, published in the Official State Gazette, to declare the cross a Site of Cultural Interest. Historical memory associations described the move as a political maneuver to avoid compliance with Spain's Democratic Memory Law and perpetuate Francoist symbols in urban public space. They noted that the initiative aligns with an agenda set for the regional administration of Regional President María Guardiola of the Partido Popular by right-wing organizations including Hazte Oír and the political party Vox, which set conditions for its coalition agreement.
Groups led by the Association for the Recovery of Historical Memory of Extremadura have launched a public campaign demanding the immediate removal of the cross from Plaza de América. Organisers confirmed that a petition drive collected more than 3,000 signatures in its first week. Campaigners announced that they will present formal objections to the heritage protection file to enforce the monument's removal and will formally appear in the proceedings to access technical reports held by regional authorities.
Legal conflict over monument status
Memorialist groups stated that the attempt to grant heritage protection seeks to bypass national legislation. They said the regional proceedings try to block a resolution by the Government of Spain through its State Secretariat, which had already ordered the cross removed and included in the national catalogue of symbols contrary to democratic memory.
The monument was previously included in the catalogue of Francoist vestiges compiled by the Provincial Council of Cáceres in 2018. In addition, the Cáceres City Council passed a unanimous plenary agreement on December 16, 2004, approving the removal of the cross and its relocation to the municipal cemetery.
Civil War origins and victim impact
Promoters of the petition campaign emphasized that the monument originated as fascist propaganda. Conceived in 1937 and erected during the height of the Spanish Civil War, the structure was designed with the explicit goal of glorifying the Franco dictatorship. Campaigners stressed that maintaining the cross in a shared public space represents a humiliation for victims and a symbol of pain for the families of more than 677 people executed in Cáceres between 1936 and 1943, many of whom remain missing.
Associations rejected claims that the site had undergone artistic resignification, stating that the removal of regime plaques in 1984 did not alter its underlying function of totalitarian exaltation. They added that technical reports characterize the cross as a work of simple and repetitive design that lacks the exceptional artistic value required for protection as a Site of Cultural Interest.
Campaign demands and campaign supporters
Campaigners are demanding the immediate cancellation of the protection proceedings, the enforcement of Article 35 of Law 20/2022, and the execution of the state resolution ordering the monument's removal. In the interest of public transparency, they requested the full publication of regional technical reports and formal consideration of federal rulings. The groups affirmed that historical memory is best preserved through educational work and museum research rather than by maintaining totalitarian monuments in public spaces.
Collected signatures will be delivered to both the Junta de Extremadura and the Cáceres City Council. The initiative is backed by a broad coalition of regional memorialist and civic groups, including the Association for the Recovery of Historical Memory of Extremadura, the Historical Memory Group of Garciaz, the José González Barrero Association for the Recovery of Historical Memory, and Tierra de Barros Historical Memory Association.
Additional supporting organisations include Amececa, the Association of Relatives of the Disappeared of the Civil War and Francoism of Feria, the Memory of the Future Collective of Alburquerque, Afamevva, Amecadec, and AMHD-CS. The campaign is also supported by the Youth Association of the Jerte Valley, the Matilde Landa Association, the Association of Victims of Francoist Repression of Fregenal de la Sierra, AVF Valverde de Llerena, Families of Republican Fighters Disappeared on the Extremadura Front, the Association of Relatives of Repressed Persons of Zarza la Mayor, the Extremadura Delegation of Amical de Mauthausen and Other Camps, and the La Corujá Association of Bodonal de la Sierra.
