A 43-year-old Russian tourist is facing two administrative cases after customs officers at Krasnoyarsk Airport found 55 fragments of protected corals in her luggage.
The traveler was stopped for selective inspection upon arriving on a flight from the Chinese resort city of Sanya, according to the press service of the Siberian Customs Directorate.
During the inspection of her baggage, officers discovered the coral fragments, which weighed a combined total of 176 grams. An expert examination subsequently confirmed that the specimens fall under the scope of the Convention on International Trade in Endangered Species of Wild Fauna and Flora, known as CITES.
Customs declaration rules and passenger defense
The traveler explained to officials that her daughter had collected the corals on a beach during their trip. She stated that she did not know that bringing the specimens into the country required a formal customs declaration.
Following the inspection, authorities launched two administrative offense cases against the tourist for failing to declare goods and for breaching statutory prohibitions and restrictions. International customs regulations require passengers carrying restricted biological materials to present mandatory documentation upon entry. The final ruling in the matter will be made by a court.
CITES is an international agreement established to ensure that international trade in wild animals and plants does not threaten their survival. Wild coral species are protected under its provisions, making it illegal to transport them across international borders without official permit documentation. International environmental guidelines regulate all forms of wild coral trade, regardless of whether specimens were commercially purchased or simply picked up on public beaches.
Smuggling statistics and previous airport interceptions
Customs officials reported that the discovery marks the tenth case of illegal coral importation recorded at Krasnoyarsk Airport from abroad since the beginning of 2026. The majority of those violations involved travelers returning from China.
Sanya, located on the southern tip of Hainan Island in China, is a major coastal resort area known for its tropical climate and coral reefs. Direct and connecting air routes linking Siberian aviation hubs such as Krasnoyarsk with popular Asian holiday destinations handle heavy tourist traffic throughout the travel season.
The case follows a separate interception at Novosibirsk Airport, where customs officers detained a Russian man arriving on a flight from Dubai after finding a coral inside his backpack. The traveler explained that he had found the item on a beach and brought it home as a holiday memory.
Novosibirsk Airport, officially known as Tolmachevo Airport, serves as the primary international gateway and busiest aviation hub in western Siberia. Regional customs authorities across Siberian airports maintain regular baggage controls on international flights to enforce border security and prevent illegal wildlife trafficking.
