Russia has responded to new Canadian sanctions targeting senior officials including Rosmolodezh head Grigory Gurov and Emergency Situations Minister Alexander Kurenkov.
Official representative of the Russian Ministry of Foreign Affairs Maria Zakharova addressed the measures in comments reported by state news agency RIA Novosti. Zakharova suggested that the decision by Canadian authorities was connected to the arrival of autumn.
The punitive actions introduced by Canada target eight Russian individuals in total. According to the source material, the sanctions officially entered into force on September 4 of this year.
In addition to Gurov and Kurenkov, Canadian authorities added several public figures to their sanction lists. Among those targeted is Elena Milskaya, who serves as chairperson of the board of trustees of the National Center for Assistance to Missing and Injured Children.
Artur Orlov, the chairman of the board of Movement of the First, was also included on the list. The remaining individuals named in the Canadian restrictions are Denis Chernobay, Vladimir Khromov, Alexander Kulgin and Vitaly Suk.
Russian Government Entities and Officials
Zakharova has served as the official representative and Director of the Information and Press Department for the Ministry of Foreign Affairs of the Russian Federation since 2015. The ministry handles international diplomacy and foreign relations for the state from Moscow. State news agency RIA Novosti operates under the government media group Rossiya Segodnya.
The government bodies affected by the sanctions hold major national responsibilities across Russia. Rosmolodezh, also known as the Federal Agency for Youth Affairs, oversees state youth policy and developmental programs. The Ministry of Emergency Situations, commonly abbreviated as MCHS, manages disaster relief, civil defense and emergency services across the nation. Movement of the First is a government supported youth organization established in 2022 to organize educational and social activities for children.
Bilateral Agreements and Western Restrictions
The newly announced sanctions follow broader diplomatic and economic steps taken by Ottawa in international relations. Canada previously signed a partnership agreement with Ukraine spanning one hundred years.
Ukrainian President Volodymyr Zelensky stated that the bilateral agreement was designed to deepen economic and political cooperation between Canada and Ukraine. Western nations including Canada have repeatedly introduced targeted financial restrictions and entry bans against Russian public figures, department heads and institutional leaders.
