Russia and Malaysia intend to finalize a bilateral agreement on visa-free entry for short-term travel by the end of 2026, according to statements from the Russian embassy.
The agreement will allow Malaysian citizens to enter Russia without obtaining a visa, extending reciprocal travel privileges between the two nations. Currently, Russian passport holders can enter Malaysia without a visa for stays of up to 30 days.
Commission talks in Vladivostok
Embassy officials told Russian news outlet Izvestia that the draft agreement has reached an advanced stage of preparation. Both sides confirmed their intention to conclude the approval process before the end of the year during the fifth meeting of the Joint Russian-Malaysian Commission on Economic, Scientific-Technical and Cultural Cooperation, held recently in Vladivostok.
Vladivostok is a major Russian port city on the Pacific Ocean, located near the borders of China and North Korea. The city serves as an administrative center in the Russian Far East and regularly hosts international economic summits and bilateral diplomatic meetings.
Expected boost to direct flights
Elena Fomicheva, a senior research fellow at the Center for Southeast Asia, Australia and Oceania at the Institute of Oriental Studies of the Russian Academy of Sciences, noted that Moscow's reciprocal decision would accelerate the launch of regular direct flights between Russia and Malaysia.
Fomicheva explained that removing visa requirements will increase passenger traffic, providing the necessary demand for airlines to establish routine flight routes between the two countries. Malaysia, a Southeast Asian nation known for its capital Kuala Lumpur and tropical resorts, is a popular destination for international travelers.
The Institute of Oriental Studies, based in Moscow, is a major research center within the Russian Academy of Sciences that focuses on the history, languages, and geopolitics of Asian and African countries.
Bilateral travel developments
The progress on visa-free travel between Russia and Malaysia comes alongside other recent visa changes involving eastern European and Balkan nations. Montenegro previously authorized visa-free entry for citizens of both Russia and Belarus.
Russian and Malaysian officials are set to complete the remaining regulatory checks for the short-term visa waiver before the close of 2026.
