The Senate votes to end social benefits for foreigners who have been in France for less than 5 years

In the midst of the debate on the immigration law, the right-wing majority in the Senate voted to condition the payment of some social benefits, such as the APL or family allowances.

The immigration bill has not yet finished being debated in the Senate, and elected officials have not finished voting on restrictions on aliens’ rights.

After the vote for the abolition of State Medical Assistance (AME), the Senators, on Wednesday 8 November, voted to end the payment of certain social benefits to foreigners who have been in France for less than 5 years.

Conditional social benefits

Clearly, this amendment added by the deputies of Les Républicains aims to influence “ the opening of rights to non-contributory social benefits after five years of stable and regular residence “.

These social benefits are Family allowances – intended for families with one or more children –, the disability allowance, theHousing assistance (APL) and the executive right to housing. The Minister of the Interior, Gérald Darmanin, did not oppose this amendment, on the contrary.

Which made him angry Laurence Rossignolsocialist senator and former minister of family and women’s rights: “ This involves the postponement of the payment of family allowances, i.e. allowances paid for children. Right ? A person in a regular situation pays contributions to Urssaf, to the family branch and you propose to deprive family allowances. This means that you are organizing the poverty of the children of families established in France and working in France. Either you’re not serious or we’re hitting rock bottom », Senate Public Relations.

To be adopted, the bill will still have to be voted on by the National Assembly.
