Julien Ferrat proposes 50-person orgy in Mannheim City Hall

German politician Julien Ferrat has proposed holding a 50-person orgy inside Mannheim City Hall to bring elected officials and voters closer together. The 35-year-old local council member, who leads the liberal party Die Mannheimer, claims the group sex event would also break social taboos and stimulate the local economy through swinger tourism.

According to a report by the Daily Star, Ferrat submitted an official application to host the gathering within the municipal headquarters. However, the Mannheim city council rejected his initial request to use the public facility for the event.

Ferrat stated that dozens of people have already reached out expressing interest in attending the session. He explained that he is currently vetting potential participants to confirm their genuine interest, adding that while several applicants are verified members of the local swinger community, others remain unknown to him.

The council member further revealed his broader ambition to transform Mannheim into a haven for nudists and swingers. He argued that current municipal regulations do not contain any specific clause banning orgies inside city hall buildings.

Municipal governance and local politics

Mannheim is a major city in the southwestern German state of Baden-Württemberg, situated along the Rhine and Neckar rivers. The city administration operates out of its municipal hall, where the council convenes to manage public infrastructure, local regulations, and civic policy. Independent political associations and small local lists frequently hold seats on German municipal councils alongside national parties.

Germany has a long tradition of organized nudism, historically known as Freikörperkultur, which emerged in the late 19th century and led to designated clothing-optional areas in parks and beaches. Adult lifestyle tourism and swinger venues operate legally under commercial regulations across various European municipalities, though events in government buildings remain unprecedented.

Legal threat and constitutional appeals

Despite the initial refusal by municipal leadership, Ferrat has refused to drop his proposal. He warned that if local authorities continue to reject his applications, he intends to challenge the council's decision in court.

Ferrat stated that he will take the case to the Constitutional Court if necessary. In Germany, legal challenges against municipal administrative decisions can be escalated to state or federal constitutional courts if applicants contend that public authorities have improperly restricted legal rights or misapplied local bylaws.

Separate political incident

The unusual proposal follows a separate incident previously reported in Argentina, where law enforcement officers arrested a prominent politician after he chased a semi-naked blogger through the streets of Buenos Aires while shouting declarations of love. Police later confirmed that the official was heavily intoxicated by drugs at the time of his arrest.
